Some 12 percent of minors held in government custody are sexually abused, and in some facilities the rate reaches a stunning one in three children, says a report released Thursday by the Bureau of Justice Statistics.

The first-ever National Survey of Youth in Custody found that no less than 10 percent of the 26,550 juveniles being held in detention facilities in the US are abused by staff at the facility, while another 2.6 percent report abuse at the hands of other inmates.

Among the facilities studied were six identified to have rates of sexual abuse as high as three in 10. According to the Associated Press, those six facilities are Pendleton Juvenile Correctional Facility in Indiana; Corsicana Residential Treatment Center in Texas; Backbone Mountain Youth Center in Swanton, Maryland; Samarkand Youth Development Center in Eagle Springs, North Carolina.; Cresson Secure Treatment Unit in Pennsylvania; and the Culpeper Juvenile Correctional Center, Long Term, in Mitchells, Virginia.

“The widespread sexual abuse of children in juvenile facilities shows that public officials either aren’t paying attention or can’t be bothered to do the right thing,” said Jamie Fellner, senior counsel for Human Rights Watch. “The high rates of victimization are powerful testimony to the failure of governments to safeguard the boys and girls in their care.”

Two former Blackwater contractors were arrested Thursday in the shootings of two Afghan men after a traffic accident in Kabul, according to an indictment obtained by The Associated Press.

The indictment charges Justin Cannon, 27, and Chris Drotleff, 29, with second-degree murder, attempted murder and weapons charges. Both are in custody, said Peter Carr, a spokesman with the U.S. attorney’s office in Virginia’s eastern district.

Both men have said in recent interviews with AP that they were justified in opening fire on a car in May that caused an accident in front of their vehicle, then turned and sped toward them after they got out to help.

The indictment says the shooting at the Kabul intersection killed two men and injured at least one other person.

The military veterans worked for Paravant, a subsidiary of Xe, the company formerly known as Blackwater.

Both Cannon and Drotleff were fired after the shooting for failing to comply with the terms of their contract.

“My conscience is clear about it, but that doesn’t really matter,” said Cannon in a recent interview. “If someone’s got an agenda, then there’s nothing I can do about it.”

Airport security starts in the parking lot

First, it’s in the terminal. Then, it’s behavioural profiling in the parking lot. Hey – are you a nervous flyer? Fidget? Don’t have a smile plastered over your face all the time? How’s a strip-search sound? Your government is getting ready to implement facecrime, just like in Orwell’s 1984. And they’re already working on machines to do it. Hell, why not move the security zone back further and just scan people continuously as they walk down the street? Wouldn’t that make you feel even more secure?

Behavioural clues are a vital link, experts say

A full body scan may reveal a bomb tied to an ankle, but the space between the fingers could determine a terrorist’s state of mind.

Joe Navarro, an ex-FBI agent, says there is no “Pinocchio effect” when looking for deceit.

“Our bodies tell us we’re either comfortable or uncomfortable and when people lie you see displays of discomfort,” he said.

Navarro, who teaches non-verbal communication to poker players, says when a person lacks confidence, the fingers that normally rest apart, tend to come together.

Detecting these kinds of nervous clues may soon be the norm at Canadian airports. The federal government announced Tuesday it will soon accept bids for a company to design a behaviour observation screening program for Canadian airports. The new layer of security will focus on recognizing irregular and suspicious behaviour.

French leader calls for currency issues to be at the centre of international economic discussions., for the second time in two days

Disorder among world currencies has become unacceptable and France intends to make it a major subject of its presidency of the G8 and G20 in 2011, President Nicolas Sarkozy said on Thursday.

France has been at the forefront of European complaints about the strength of the euro against other currencies.

It is the second time in as many days that Mr. Sarkozy has called for currency issues to be at the centre of international economic discussions.

“The monetary disorder in the world has become unacceptable,” he said in a speech to an economic conference.

Threadneedle Street’s nine-strong monetary policy committee leaves bank rate at 0.5%

The Bank of England adopted a “wait-and-see” approach to the economy today when it pegged interest rates at record low levels and left its £200bn money-creation programme unchanged.

In a widely anticipated move, Threadneedle Street’s nine-strong monetary policy committee left the interest rate at 0.5% — the lowest level since the Bank was founded in 1694.

The MPC had signalled previously that it would look at the Bank’s quarterly health check on the economy next month before contemplating any changes to the stimulus package designed to lift Britain out of its toughest postwar recession.

Despite evidence of strong spending in the shops over Christmas and news from the Halifax today of a sixth consecutive monthly increase in house prices, the Bank is alert to the risks of higher borrowing costs or a reversal of the quantitative easing programme triggering a double-dip recession.

Since last February, the Bank has been buying government gilts in an attempt to provide commercial banks with extra money to lend to consumers and businesses. The last tranche of these purchases is due to be completed next month, by which time official figures are likely to show that growth resumed in the final three months of 2009.

Philip Shaw, economist at Investec, said today’s decision by the MPC was easy, but the committee would face more challenging meetings over the months ahead.

In light of past Nazi connections to the Bonesmen, it’s not that surprising that ‘Thor’ is engraved upon one of those femurs. The Swastika has been called The Hammer of Thor in some variants of Teutonic religions, representing a swirling thunderbolt. It’s hidden right there in the open.

Grisly trophies from Yale University’s mysterious Skull and Bones society, whose members include former president George W. Bush, are to go on auction in New York this month.

The human skull and two large bones are estimated to sell for between 10,000 and 20,000 dollars on January 22 at Christie’s.

The auction house said the human remains were used as a ballot box by the secret society. The skull includes a specially cut lid in the top — apparently for ballots — and one of the bones is inscribed “THOR.”

The auction lot also comes with a black book listing names of Skull and Bones members back in 1831-1877.

“The ballot box and documents offer a rare glimpse into an organization in which membership has evolved into a closely guarded secret,” Christie’s said.

Members, dubbed “Bonesmen,” have included Bush and his father, who also served as president, Senator John Kerry, the late conservative writer William F. Buckley, Jr, and a number of major businessmen such as Averell Harriman and H.J. Heinz II. [Ed. Note: Bush's Grandfather, Prescott Bush, was a member also and a protege of Harriman. The two were noted business supporters of the Third Reich. Now have a look at that Death's Head again.]

The society, joined by leading students at the university and which is said to maintain bizarre initiation rites, was founded at Yale in 1832. Women were admitted for the first time in the 1990s.

Obama orders ‘strengthened’ no-fly list after bomb plot

They’re taking Congresswomen and grandmothers off of planes and we’re expected to believe the no-fly list – now at well over a million names, it was a million names back in March – isn’t stringent enough? More lies and spin from Obama. The Underwear Bomber was a setup, and the national media refuses to cover the evidence, as per usual. The suppressed evidence here explains why he wasn’t screened against any lists in Amsterdam – someone ushered him onto the plane. He never had a passport, according to eyewitnesses!

U.S. President Barack Obama took responsibility Thursday for the failure of U.S. intelligence to stop a man from carrying explosives on a U.S.-bound plane Christmas Day and said he is ordering changes to how information on potential threats is handled.

“Ultimately, the buck stops with me,” he said. “As president, I have a solemn responsibility to protect our nation and our people, and when the system fails, it is my responsibility.”

Obama spoke after reviewing reports on how Nigerian Umar Farouk Abdulmutallab was able to board a plane despite being initially flagged to receive extra security screening.

Obama had earlier said the failure was not in gathering intelligence but rather in “connecting the dots.”

He said Thursday he is telling the intelligence community to assign “clear lines of responsibility” for immediately pursuing leads on threats. He also said he wants to strengthen the way people are added to the terror watch list, and that those reports are shared more quickly and widely.

The U.S. Homeland Security Department issued a statement earlier Thursday saying Abdulmutallab was initially flagged to be given extra security screening after he landed in the U.S. The department said Abdulmutallab’s potential extremist connections came up on a check of passengers already flying to the U.S. from overseas.
